Severe thunderstorm activity will persist for the Plains on Sunday as a broad low pressure system continues trekking through the region. The system will move from the Northern Plains and into the Great Lakes, creating two frontal boundaries. The warm front associated with this system will extend eastward over the Great Lakes and into the Northeast, kicking up scattered showers and thunderstorms into Sunday night. At the same time, a cold front extends southward from this system which will move off the Central Rockies and into the Central and Southern Plains. Counter-clockwise flow around this broad system will pull moisture and energy into the Plains from the Gulf of Mexico. This will support moderate to heavy showers and thunderstorms in between these two fronts. This system has a history of severe thunderstorm development across the Northern and Central Plains, thus, there is a moderate risk of severe thunderstorm development with large hail, damaging winds, and multiple tornadoes. These severe thunderstorms will most likely develop across central and eastern Oklahoma, through eastern Kansas, and into western Missouri. A slight risk of severe storm development remains in effect from northern Texas, through southern Minnesota and Wisconsin on Sunday. At the same time, the back side of this system will continue spreading moisture over the Intermountain West and Rockies. This will trigger more showers with isolated thunderstorms over the region through Sunday evening.

Meanwhile in the East, a trough of low pressure slowly moves over the East Coast and maintains shower and thunderstorm activity for the Mid-Atlantic states through the Northeast.

The NWS Storm Prediction Center has issued a

* Tornado Watch for portions of
southern Iowa
northwestern Illinois
northeast Missouri

* effective this Sunday afternoon and evening from 300 PM until
1000 PM CDT.

* Primary threats include...
a few tornadoes possible
several damaging wind gusts to 70 mph possible
a few large hail events to 1.5 inches in diameter possible

The Tornado Watch area is approximately along and 55 statute
miles north and south of a line from 45 miles north northwest of
Shenandoah Iowa to 40 miles north of Burlington Iowa. For a

Precautionary/preparedness actions...

Remember... a Tornado Watch means conditions are favorable for
tornadoes and severe thunderstorms in and close to the watch
area. Persons in these areas should be on the lookout for
threatening weather conditions and listen for later statements
and possible warnings.

Discussion... storm development continues southward toward the
Missouri border... along a wind shift associated with the
convectively generated cyclonic vorticity center migrating northward
through the upper Mississippi Valley. Additional storms continue to
develop and intensify... while spreading northeastward across the
middle Missouri Valley... in the exit region of the next mid-level
jet strong nosing through the Central Plains. Strongest storms may
include a few supercells across the watch area into early
evening... with a risk for large hail... locally damaging wind gusts
and potential for tornadoes.

Aviation... tornadoes and a few severe thunderstorms with hail
surface and aloft to 1.5 inches. Extreme turbulence and surface
wind gusts to 60 knots. A few cumulonimbi with maximum tops to

Child vehicular heatstroke awareness and prevention safety
guidance for 2013:

Temperatures inside vehicles can rapidly heat to lethal levels
during any season. Noaa's NWS is seeking assistance from the media
to help educate the public about the danger of leaving children
unattended in vehicles.

The start of the heat season for most of the country is about a month
away, but it is not too early to be concerned about the danger of
leaving children or pets unattended in vehicles. In fact, studies
show that heatstroke can occur on days with relatively mild
temperatures, about 70 degrees.

This year, NWS is partnering with the National Highway traffic safety
administration (nhtsa) to heighten child vehicular heatstroke
awareness and prevention.

Heatstroke in vehicles is the leading cause of all non-crash-
related fatalities involving children 14 and younger (61 percent).
Each year children die from excessive heat as a result of being
left enclosed in parked vehicles, sometimes intentionally but
most times unintentionally. Since 1998, an average of 38 children
per year, or about one every 10 days, have died in automobiles as
a result of heatstroke.

The nhtsa and NWS offer the following safety guidelines to help avoid
tragic deaths of babies and Young children:

1. Never leave a child or Young children unattended in a vehicle
... Not even for a minute.

2. If you see a child unattended in a vehicle, call 9-1-1.

3. Check to make sure seating surfaces and equipment (child
safety seat and safety belt buckles) are not hot when securing
your child in a safety restraint system in a car that has been
parked in the heat.

4. Be sure that all occupants leave the vehicle when
unloading. Do not Overlook sleeping babies or pets.

5. Always lock your car and ensure children do not have access to
Keys or remote entry devices. If a child is missing,
always check the car first--including the trunk. Teach your
children that vehicles are never to be used as a play area.

6. As a visual reminder keep a stuffed animal in the car seat,and,
when the child is placed in the seat, place the animal in the
front with the driver.

7. Place your purse or briefcase in the back seat as a
reminder that you have your child in the car.

8. Have a plan that your childcare provider will call you if
your child does not show up for childcare.

9. Use the slogan "beat the heat, check the backseat", or
"where's baby? Look before you lock" to educate the public.

Remember--never leave a child in an unattended vehicle!

Children are much more sensitive to rising temperatures than
adults so pay close attention to the above tips during all
seasons.
