Heavy rains and chances of severe thunderstorm activity continued for areas of the Plains into the Midwest on Tuesday as a broad, nearly stationary low remained over the Northern Plains. As the system lingered, ample moisture streamed northward from the Gulf of Mexico, while an associated cold front reached from the low southward through Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the Central U.S. set the stage for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of eastern/central Oklahoma, north-central Texas, northwestern Arkansas, southern Missouri, far southeastern Kansas remained at moderate risk of severe thunderstorm activity as environmental conditions remained favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the central Texas into the Upper Great Lakes and Upper Mississippi Valley were at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers persisted near the low and it\\\\'s associated warm front in portions of the north-central U.S. Continued precipitation in this already saturate region combined with rapid runoff maintained flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms developed in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure dropped southward over the region. To the north, additional showers were possible in the Northeast.

The NWS Storm Prediction Center has issued a

* Tornado Watch for portions of
central Illinois
east central and northeast Missouri

* effective this Monday afternoon and Tuesday morning from 525 PM
until 100 am CDT.

* Primary threats include...
several tornadoes possible
numerous damaging wind gusts to 70 mph likely
several large hail events likely with a few very large hail
    events to 2 inches in diameter possible

The Tornado Watch area is approximately along and 90 statute
miles either side of a line from 95 miles west of Saint Louis
Missouri to 15 miles east northeast of Springfield Illinois. For

Precautionary/preparedness actions...

Remember... a Tornado Watch means conditions are favorable for
tornadoes and severe thunderstorms in and close to the watch
area. Persons in these areas should be on the lookout for
threatening weather conditions and listen for later statements
and possible warnings.

Discussion... supercell complex now over cntrl MO /about 40 E of
Sedalia/ is expected to continue enewd. Some potential will exist
for additional development ahead of the complex along and S of
diffuse W-E outflow boundary that should continue to move slowly N
across NE MO/cntrl IL... and is now approaching the Quincy area.
Farther S... long-lived... discrete supercell now near Rolla MO should
also move enewd. Combination of increasing low-lvl
moisture... nocturnal strengthening of sswly llj... and presence of
existing rotating storms suggest the possibility for tornadoes in
addition to bowing segments with high wind and large hail.

Aviation... tornadoes and a few severe thunderstorms with hail
surface and aloft to 2 inches. Extreme turbulence and surface
wind gusts to 60 knots. A few cumulonimbi with maximum tops to
550. Mean storm motion vector 24035.

* At 10:15 am Monday the stage was 18.8 feet.
* Flood stage is 16.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast... the river will continue rising to near 18.9 feet by
early Wednesday morning. Additional rises may be possible
thereafter.
* Impact... at 19.0 feet... the corps of engineers begins flood fight
proceedures. At this level, preparations are made to install two
flood gates at hill street and center street if the forecast
exceeds 20.5 feet.

... Safety rules for tornadoes...

A Tornado Watch has been issued by the National Weather Service.
In the interest of public safety... the following safety rules are
provided. Public and commercial broadcast stations serving the
affected area are asked to broadcast these safety messages
frequently while the watch is in effect.

The key to tornado survival is to be prepared and take immediate
action when a warning is issued or when you feel threatened.
Remember... the actions you take during a tornado event may save
your life and the lives of those you are responsible for.

A Tornado Watch means conditions are favorable for the
development of severe thunderstorms which can produce tornadoes
in and close to the watch area. If you are in the watch area...
keep informed of the latest weather information. These storms
can develop rapidly so there may be occasions when advance
warning is not possible.

A Tornado Warning means a tornado has been spotted or indicated
by radar... and you should take immediate action to protect
yourself and those around you.

Follow these safety rules to keep yourself safe:

(1) Mobile homes provide absolutely no protection from high
winds. If you live in a Mobile home... plan your escape to a
nearby sturdy building that will give you proper shelter. At
the first sign of an approaching storm go immediately to this
building.

(2) in homes... apartment complexes... or other small buildings...
go to the basement or to a small all-interior room on the lowest
floor like a Hall or bathroom closet. Use heavy furniture for
shelter or cover yourself with a mattress or blanket.

(3) in schools... hospitals... factories... or shopping centers...
go to designated shelter areas. Interior Halls on the lowest
levels are usually the best. Stay away from gymnasiums or
auditoriums. Avoid all outside walls and windows.

(4) never try to outrun a tornado in a vehicle. Traffic and the
layout of roads may block your escape. You should abandon cars
and trucks if a tornado approaches... and take shelter in a nearby
building.

(5) if caught in the open with no shelter nearby... find a
ditch... culvert or other low area and lay down flat. Cover your
head with your hands for protection.
